Halter vs Eigentümer: Who Owns the Car?

In German vehicle law, the registered keeper (Halter) and the owner (Eigentümer) can be different. That split lets non-residents keep ownership while a partner handles registration admin.

You stay owner · Partner acts as Halter

Definitions

Eigentümer (owner): proprietary rights via purchase contract, payment, possession. In Germany, ownership does not automatically equal the registration name.

Halter (registered keeper): listed for registration, insurance, and often tax mail. Many fines go to the Halter address.

Not every EU country separates these roles the same way (see Italy).

Why non-residents use a Halter

Registration offices typically need a local address. A Halter arrangement lets a licensed partner satisfy address/admin requirements while you keep ownership.

Customers contract with CarTurf Global FZCO (Dubai IFZA). German partner office: CarTurf UG (haftungsbeschränkt), HRB 29662 Koblenz, Dieselstraße 28, 53424 Remagen.
